What this chapter covers
This chapter covers hand tools, cutlery and tableware of base metal, together with their base-metal parts. To fall here, an article's blade, working edge or working part must be of base metal, of metal carbide or cermet, of precious or semi-precious stones mounted on a support of base metal, metal carbide or cermet, or of abrasive material on a base-metal support. That material condition does not apply to goods of heading 82.09, blow lamps, portable forges, mounted grinders and manicure or pedicure sets. Base-metal parts are, as a rule, classified in the heading of the article they belong to.

1. 82.09 pozisyonunda yeralan eşya ile kaynak lambaları, portatif demirci ocakları, monte edilmiş
öğütücüler ve manikür ve pedikür takımları hariç olmak üzere, bu fasıl, bıçağı, iş gören yüzü veya
diğer iş gören kısmı sadece aşağıda yazılı maddelerden yapılmış olan eşyayı kapsar:
(a) Adi metallerden;
(b) Metal karbürler veya sermetlerden;
(c) Adi metalden, metal karbürden veya sermetten bir mesnet üzerine tespit edilmiş kıymetli veya
yarı kıymetli taşlardan (tabii, sentetik veya terkip yoluyla elde edilmiş taşlar); veya
(d) Adi metallerden bir mesnet üzerine tespit edilmiş aşındırıcı maddelerden (sözkonusu aletlerin
adi metallerden kesici dişleri, tırtıkları ve diğer kesici kısımlarının aşındırıcı tozlar ilavesi ile hakiki
